If all you need is to boil to cook the green beans, cheat. Put them in a microwave safe dish with a little water and microwave for 5 mins. Boom, low effort steamed veggie.

If you buy dry beans and cook them in bulk in the pressure cooker it's cheaper You can freeze them and when you're cooking your rice just put them in there to defrost/warm up or you can do it on the stove top.

sometimes flipping the strainer over the pot like a lid, lining up the handles so you can hold both pot and strainer at once, then gently tilting it out works well. just as long as the pot isn't too heavy lol. also, if there is enough hot steam to burn you, you could try a slightly more gentle boil or letting it sit for a couple of moments after it finishes.
For the green beans not splashing you, you have two options: 1. Bring your hand closer to the boiling water before dropping the beans so that they don’t fall a long distance and make a splash. 2. Buy a kitchen spider for $5 and lower them in using that. As a bonus, you can fish the beans from the boiling water with the spider after they are cooked. Then drain the water once it cools.

I'd lose my mind eating that same meal for a week. I spend a bit more and cook something different every other night and only do leftovers once. I eat out maybe 2-3 times a week at a budget or fast casual joint, never spending more than $15.
Make you life easy by just using frozen vegetables. Might be a little more expensive, but they’ll be fresher and easier to handle.
Put your green beans in cold water and bring the whole pot to a boil together. I boil them until they soften a little, strain them and then I saute with some oil and finish with garlic salt.
