I’m in Texas. Don’t know about a fine here, but the fine would be the least of your worries. Letting someone’s livestock out would result in you having to deal with one mad rancher. I know, I have been one.
In England, you are allowed to walk across any property in the countryside. In places where they have fences or walls, they often have clever stiles that you can use to climb over easier. Some are quite cleverly designed and look a bit like puzzles.

The New Mexico law against tripping horses is really important, even if it sounds silly from a hiker's perspective. There is a horrible so-called sport called horse tripping, where the entire goal is to chase a scared horse into wires to make the horse fall, leading to awful injuries and suffering. It's great that New Mexico has that law in place to punish anyone who engages in this cruel practice.
