*Simple explanation if you didn't understand:* The "TB" on the product listing and the "TB" in Windows represent a slightly different number of bytes. Like "one petametre" and "0.1 light years" (except the latter does not sound the same) .

the little 9 is a MILL... a old plastic coin used when u could BREAK A PENNY... was used for TAXES... Taxes and gas is were we see the number... but the coin is gone Just like how we killed the penny in January. But still charge pennies in digital transactions.

Yeah, storage labeled on the packaging is misleading, but it also depends on what filesystem you format the drive at. NTFS is different on measuring disk space compared to ext, xfs and btrfs

For anyone wondering what the little 9 next to gas prices is. It's the mill price (Dollar, Cents, Mills), the smallest unit in the US Dollar System which is equal to 1/10 of a cent or 1/1000 of a dollar, and since the mill coin hasn't been made since 1857 (1960s for local and state governments), it rounds the price to the next cent.

Also, sometimes manufacturers put the unformatted capacity so when you have to format the drive to use it (if it isn't already formatted) you lose a little bit of space there as well

It IS 10 terabytes. For example, if you plugged it into a Mac or I guess some Linux distros it would appear as a full 10 TB drive. Windows calculates a kilobyte as 1024 bytes, a megabyte as 1024 kilobytes and so on, which is wrong because those would then become gibibytes, not gigabytes. This issue was never fixed
