I’ve tried multiple back packs over the years and the Osprey 26 + 6 is the best I have used. I think I can declutter my other ones now.
Love the channel and I’m pretty sure it’s not intentionally insulting, but tagging all of North America as USA, come on now. With the resurgent Monroe Doctrine nonsense, it’s not a great look to us Canadians and other viewers.

I do a fair amount of traveling and what I'm finding to be the greater obstacle is not volume, but weight. I've never been questioned about the size of my bag but, more frequently, its weight.
I bought the Osprey Daylite 26 + 6 for US $65 when it was on sale during the Thanksgiving Holiday. I took it to Thailand and Nepal for 4 weeks and it was the best personal item bag. I flew Asiana, AirAsia and Thai Airways and none of them asked any questions. I did have a carry-on with me, so this was really used as a personal item.
I don’t get why so many of these people NEVER mention that the personal item sizes do not work for every US airline. United Airlines is the strictest 17x10x9. Also, the Pakt Mode is also crazy expensive $245

Highly recommend TomToc Navigator T66 28l for Ryanair - technically it’s slightly over but as long as it’s not packed out fully it fits in the bag sizers no problem.

some nice lightweight bags that I use: Almond Oak (strong preference over Osprey 26+6) and Patagonia Refugio 26 for personal item, Bellroy Lite 38 and Fyro Levo 36 for carry on, American Tourister for suitcase carry on.
Rick Steves has a couple of nice looking daypacks and shoulder bags smaller than 16x12x6 that might fit some of those most restrictive airlines, especially if not overpacked.
Almost all asian carriers have free carry on limited to 7kg
Suggest you revisit the European personal item size limits. You stated they are about 15.7x11.8x7.9, but they're actually 15.7x11.8x5.9. So the Cabin Zero and Tom Bihn bags aren't going to work. Something that does work and is inexpensive ($20), is a bag by Ozark Trails sold at Walmart. Readywares also has a bag for about $100 on it's Etsy site that is extremely well built with a lifetime guaranty. I'll be taking that one to Europe later this year.
I use the Ecohub 20l carry on on Ryanair, EasyJet and Jet2. Has all the things that you mentioned for the CabinMax bag but less than £30 on Amazon UK
