Nice list but I think cities like Budapest, Athens, Prague, Lisabon are not on the cheap side anymore. Instead I would recommend places like Porto ( in my opinion more charming then Lisabon and definitely cheaper). Zagreb- Croatia capital is nice place to visit and very affordable unlike Dubrovnik, Split and coastal cities of Croatia. Tirana- capital of Albania offers much for very affordable prices. Thessaloniki is definitely more affordable then Athens. Food in Thessaloniki is out of this world and vicinity to Halkidiki and it's beautiful beaches doesn't hurt. Palermo- Sicily is also very affordable city with much to see, excellent and affordable food scene. Vicinity to lovely beaches.
