On the first vid (The ranked number 8) were actually criminals in either Asia like Pakistan, or India, or in middle eastern countries who dress up like officers and extort people and charge people "Tolls" even though they are NOT officers or road workers. Kind of like the fake "officers" in Egypt who prevent you from taking photos of the pyramids due to stupid reasons.
