Team Dad here. This is the same barn that has a decaying foundation right? Fixing that foundation may include jacking up the entire structure of the barn, and either remove and lay a new foundation or possibly repair the existing foundation and slowly lowering the barn back on to the foundation. That should be done before any improvements be installed especially walls.
