My guess is: He's protesting the new development by spreading seeds to hopefully attract native bird species. If any native birds move into the area with all the free food, then the zoning and developmental project grinds to a halt and goes to Bureaucracy Limbo. (Yes, this includes Sydney's famous Bin Chickens.)
