If you make an OS for a specific piece of hardware then it is not that hard. If you want to make an OS that supports every last chip that was made for the IBM PC and all it's derivatives in the last 35 years then that is really hard. Most of the real tit-grind from OS design comes from driver support.
I mean what even does the OS do? Just run executables and create a UI to run executables from. You are done then
Honestly my biggest question is just... Why? Making an OS 'from scratch' means making a kernal, aka making an application/audio/file/visual/memory/ ... manager. You basically just go subject after subject and manually code obvious stuff. If you want your own creative operating system and are willing to spend time on then, then use the linux kernal, and if you're not a UI dev then also use KDE plasma for desktop (or make it headless. Both work).
Well, keep in mind it was an OS for an 8bit micro. That dramatically simplifies things.
