seems like the head and body of the pacifier head are separate entities stuck together. the passifier head probably only has control of the monster belly body by "pacifying" it so it stays sleep.

I kind of feel bad for the monster pacifier thing because it was obvious The Pacifier was really innocent because he didn't really do anything but his stomach looked like it was forcing him to do stuff he didn't want to and he just used his own pacifier to stop it and keep it under control
