In the 60's and 70's "swinging" was known as swapping spouses in the bedroom for the evening. Couples would attend a "swingers" party and place their car keys in "a fish bowl", the women would pull out keys and whomever the keys belonged to would be the person they'd go to bed with. That's why everyone is laughing

Explanation: The news company did something called particpACTION which are daily activities and this one was swinging as in swinging at the park but the weather guy thought it meant couples swinging which is when you exchange your partner to someone else to have sex together.
