(k) Uses a shoulder charge on an opponent. Section 16. Duties of Referee and Touch Judges Power to dismiss 6. In the event of misconduct by a player, the Referee shall, at their discretion, caution, temporarily suspend for ten minutes, or *dismiss the offender.* S15(b) and (k) are two misconduct in a single act. People complain about head clash. S15(b) specifically says When effecting or attempting to effect a tackle makes contact with head or neck intentionally, *recklessly* or intentionally. Recklessly is the the key here. No where does it say head clash is not to be considered.

When the tackled player is dropping unexpectedly its not always possible to change your level in time to avoid head contact. It has always been a part of the game. If they send people off every time it happens no game will ever be fair. NSW supporter here. QLD played better and deserved the win, unclucky and well played to you guys.
