Fromsoft rarely lets you fight legends at their peak. The strongest bosses you encounter in souls games are already going downhill by the time you meet them, and they already lost the fight long before you showed up. You’re rarely fighting the greatest warriors, you’re fighting what’s left of them.

it goes to show that we mostly took advantage of time, or arriving late to face their peak in case of the giant lord, we got way too ahead of him and basically got the king's power to match/overcome this giant's peak
Ludwig is technically stronger as a massive beast. You beat the Last Giant during his prime in a memory, which is why he's enraged when seeing you again. PC Radahn is stronger than peak Radahn as Mohg's Omen body is physically and has Blood Incantations. + Miquella's divine light powers.

You do get to fight The Last Giant and Radahn in their prime, you could also argue that that second phase Soul of Cinder represents a Gwyn in his prime since this one uses lightning unlike the one we fight in DS1.
