I imagine its either unfinished or just a test or practice game. Sometimes people make stuff that is simply just that, wanting to test or learn stuff so they make this small little thing and release it as is. Looking at the page it says its made for a 48 hour game jam so yeah i imagine this is all that it is. If enough people like it maybe they can make a fully fledged thing out of it!
