The Federal Govt is the biggest syndicate there is, they're more relentless and powerful than other organized crime syndicate/organisations. A full town quietly cooperating with any foreign entity or org would come under immediate observation by the FBI, so this would never happen irl (it's a movie after all). But if they actually wanted to something similar, they would've to keep the FBI and other federal govt agencies in their pockets, and they don't need money so what they'd need in return in viral intelligence about the US's enemies and adversaries. 😅
