I'm from the US and thats how I do it too, it has to be boiling, and never add milk qhen the teabag is it absolutely. As to the people that say then its to hot to drink right away, that is what patience is for.

Yes for starters, the type of tea determines the temperature of the water: herbal and black: 212 degrees (actual boiling) however green and white tea: 175 degrees, the pre boiling stage, bubbling but not a full boil.

Warm the teapot. Place teabag(s) in the pot. Pour over water that is just off the boil (the water should be freshly boiled, not water that has already been boiled). Put a tea cosy over the pot. Let the tea infuse for three to four minutes. Get a mug or cup and pour some milk into the bottom. Stir the tea in the pot a couple of turn and then pour the tea into the mug or cup. The reason for pouring the milk first and then the tea is so that you do not scald the milk.
Ask the people who actually gave you tea. Boil water tea leaves and milk together. That's how you do it properly!!

I do my tea(here in America) exactly like she says.
If you're using a tea bag it's milk second but if you're pouring tea from a pot milk goes in first especially if it's a fine china cup as its too hot for the cup without milk first.
Each type of tea has its own optimal temperature. Anyone just pouring boiling water on a tea bag is comiting a crime.
