FBI is an app that works with home brew mods for the handhelds. The files have a .cia extension, so the makers called the app FBI as a joke. It all allows you to play the ROMS installed on the SD card. Those cards should be backed up as they are usually of questionable quality and if they fail you won’t be able to play your games or even boot the console in many cases. It’s usually legal to play ROMs of games in this way only if you own the original cartridge. Given that there are very few to no new game cartridges available it’s a good way to keep your games in good condition. Of course, they are also used to play games that are not legally owned. But I’m sure I don’t know anyone who would do that.
The modding software on the 3ds is called FBI because the file types for 3ds games is .CIA lol

I can tell you what was up with the tape on the camera ribbon cable in the New 2DS XL: they replaced the camera with a 2DS one, and the angle of the ribbon cable is different, so they taped off the slack/bent it. Actual replacement 2DS XL cameras are basically non-existent now. I know because I had to do the same thing when repairing my 2DS XL, although I think I used a 3DS camera module, can't remember.
