Valve is trying to keep the price of all skins consistent within the steam market price range and they went with the simple route of making practically everything possible to trade up, which keeps the market liquid enough.
only difference that everyone is forgetting, the old Souvenir WILL be more rare due to older stickers & auto's you can't obtain. So certain skin prices boutta boom, most others going down like a strip of acid in a Hollywood punch bowl.

Realistically trade up souv isn’t gonna affect skins nearly as much as people think, trade ups just cost a lot more already
I think this is Vavles way of tanking the market even further for the very high priced rare items. The way knifes were only able to be opened and then trade ups. Those rare collection guns now able to be traded up to making their value less
