The really scary part.....the Russians had a similar incident where one wanted to fire a nuclear missile at america and another officer did not. The fact we did not have full blown nuclear war came down to one man saying no and standing his ground.

This is exactly what makes the idea of global nuclear proliferation insane. Lots of idiots say, "Let everybody have nukes. It will make a more peaceful world " They should keep scenarios like this in mind. All it takes is for one unbalanced or unhinged individual with the power to make the wrong choice at the wrong moment. If the regulations require that the two senior officers must both confirm the nuclear launch order, how could the captain think he could simply override or replace his XO?
