It’s called cross hatch honing of the cylinder wall. It’s designed to hold oil on the wall for lubrication of the rings. Furthermore, Pistons come in three types generally, cast, HYPERREUTECTIC and forged. Forge pistons, expand and contract more. Therefore they need more clearance to accommodate this. and there more DUARABLE therefore they’re used in racing and performance engines.

Pistons also taper from the skirt to the crown because the top end of the piston gets hotter and expands more than the skirt.

I seem to recall way back in the early eighties or maybe even farther back, when engine manufacturers were touting their new-found ability to laser cylinder walls, thus, to leave them "mercury-smooth." It seems they have since learned some kind of lesson there.

If you wanna see what happens when the piston is as tight as the cylinder is just run an engine without coolant. That'll answer your question.

You need the least amount of resistance as possible around the piston and so there needs to be a sufficient air gap to allow for the piston to expand from the heat to allow for the piston to move up and down as freely as possible and the multiple springy piston rings are the key thing that allows for the piston to move as freely as possible while providing a reliable seal for the air gap between the piston and the piston bore allowing for the essential compession that's absolutely needed to allow for the engine to actually run because without the compression in the combustion chamber there isn't any internal combustion engines in existence that can actually run.
