As a person that drives by construction sites to get to work, sometimes its unclear as to why everyone is standing around looking like their doing nothing. It's cool to see this, cause it explains that sometimes, it's a guy doing crucial work while others help him and ensure safety for the crew and the civilians. A traffic light mast arm in my area recently got replaced. It's quite similar to that one you installed, but in white.

The water he is standing in is there just in case he needs to work on something that is electrified so he is water grounded to the bucket 😂
