Once you address the ball it's a stroke whether you hit it or not. You can step off or stop the swing at any point but he addressed and hit it.

Yall need to learn the rules it’s the right ruling. Tee Box and Greens if the ball is not hit with intent you replace no penalty. Doesn’t mean you can make a commited swing and replace but you can clearly see him pull back.
