Why wouldn't all vehicles that are legal for sale and use on public roads not also have a "certified" (i.e., truly accurate) speedometer? Limiting that feature to LE vehicles seems like an intentional unfair advantage.

Those are features available as part of police packages, not standard. I’ve worked as a mechanic for two city governments… one had a separate cop shop but the police vehicles at the airport were part of a separate fleet and the other, the fleet maintenance divisions deals with all city agencies except for FD. None of the cars I encountered there had any of these features, except for the column shifter, but there was no hidden lock.
