On a tv like that the LED's are for backlighting. If the LCD screen is cracked it's just like a cracked egg. No BBQ igniter is going to fix that.

There are thousands of connections on the top and side edge of the panel. I wonder if the pulse from the igniter can induce enough current in the conductors so it sparks at the break and sort of "anti-fuses" across the break?

Some tube TV's had that built in as well to help get rid of burn in. its called flashing. you use a momentary high current to try and re-invigorate in a (tube) the filament compound or b (led) to try and reset the led's.

That sometimes works, but most of the time it is temporary and usually goes back out when the TV is powered down. This is because the constant flow of energy through the screen, which was reactivated by the lighter, is shut down. So when you turn it back on, you usually get the dead/black parts back.
