As someone who lives in Tokyo part time, eating outside isn’t really a big deal, walking and eating is more gray. If you go between Shibuya and Harajuku again, you might try walking as there’s Miyashita Park and a lot of stores on Cat Street and the main street as well.

You can definitely eat on the street, as someone who has spent time there & seen Japanese locals eating there. Their main concern is where you will throw your garbage afterwards because there are no trash bins on the sidewalks. If you see locals staring at you eating, they most likely want to see if you'll litter.
