Work has had me driving down this road a few times over the years both before and after this story. I always smile at Mike's "Fuck it. This is what we'll do." attitude. Good on him.

What really annoyed me is when he opened the toll the council decided to speed up and got it completed it earlier
What a hero and complete embarrassment to the government
That reminds me of the story of a joint local council/county council new car park. Shortly after it opened a booth appeared and a man started collecting the parking fees. This went on for many years with the local council thinking the county council put the booth there, and the county council thinking it was the local council. Eventually the man who was running the booth reached retirement and vanished together with his booth. At which point the councils finally got together, and realised that neither of them had put the booth there and the car park was supposed to have been free from the start. As far as I am aware they never did find out who had been running the booth.
According to Google Mike Watts lost between £10k- £15k on the toll road. Opening the original road early prevented him from making a small profit
The council come out of this as complete arseholes. Not surprising, but much more annoying than usual.

There was a short film about a parking attendant at the Giants causeway. When he retired the visitor centre contacted the council about a new parking attendant and the council said they had no parking attendant there. Starred Adrian Dunbar and was called The Attendant.
Legendary move! Shows exactly how bogged down with pointless bureaucracy this country has become.
