that’s a off road suspension spring, aka low tension off road 4WD suspension. the reason it’s so loose is because it belongs to a jeep literally meant to climb up rocks, the wheels are constantly moving back and forth, but the cab barely moves. it allows each tire to enter each crack without pushing other tires out of the cracks they are in, this is what allows jeeps (and other vehicles) to preform near vertical hill climbs in arches national park without using the front mounted tow winch.

I don’t wanna sound dumb but I think the springs frozen cause where his hands touch it’s like his hands taking ice off and the color shows but I don’t know if you can freeze a strut
