So most trucks that come with a bed liner are sprayed at a different location after assembly... so it's likely just a cover used to protect the lamp during bedliner application that was not removed prior to shipment.

I could be wrong but I think those are the covers that they put over the lights when they spray the bed liners in especially if it's done aftermarket I'm guessing somebody just forgot to take them off could even have came from the factory like that
Coming from the automotive engineering side of things, A LOT of vehicles have interchangeable parts because it’s simply cheaper to manufacture. For example, you can buy a base model Toyota Corolla, and some buttons and features already works that would normally be found at higher trim models. For the most part it’s plug-n-play for certain components.
Cheaper to install them all on the line than to have separate lines. You still need the electrical hooked up and programming into the computer
Pretty sure that cover is just used for masking the light during bedliner.
Many cars have the wiring harnesses for lights like these and are excluded with a blank that can be added very cheaply and easily.
Can’t tell which trim it is, but it most likely comes standard with them. They wouldn’t be wired in if it didn’t obviously. They are just including the covers now. EDIT: After more thought and more opinions, it is actually a cover that was put on when spraying in the bed liner. Someone just forgot to take them off after.

I don't have the bed utility group in my rho and I have those lights. I suspect those are just covers when they sprayed in the liner

That is there for the spray in bed liner. It was not removed before you purchased the truck like it was supposed to be.
Back in the day, the XJ Cherokee had sun visor mirrors as an option. If you didn't pay for the option, you should still get the mirror but it would be covered by cloth.
