The "Cameras refresh every 5 seconds" is probably an in universe nod to the animatronics moving at 5 second intervals in the original game and just teleporting around. I guess the dev used the same system for his game too and gave it this "refresh" timer so the animatronics dont look like they are teleporting around, we just cant see them move since the camera only takes a picture. Its a creative-ish way I'll give it that.
