if he was in the show, they wouldn’t just remove him from the trailers. he isn’t a spoiler. even Vivi is shown on the boat. Karoo just isn’t here. they would have made merch of him. even Wapol, the seasons main villain, who we hadn’t seen until the most recent trailer, had merch (figures and plushies) leaked and released a month ago. them removing the spider-men from no way home’s trailer was a HUGE spoiler. Karoo just is not. if anything, they would want to show a shot or two of him to make the season look more wacky.

Karoo serves essentially no narrative purpose outside of him letting know they’ve arrived in Alabasta which could easily be changed. if anything him being there distracts from Vivi being an undercover spy at Baroque Works. he’s a walking gag in the manga, and for the live action would be a walking waste of money. they could easily just have him in season 3 for a few shots, but not give a big role.
