The fact that the cats mouth doesn’t move makes me think it telepathically speaks to people and makes them perceive it as a cat, maybe jerry and rick saw it’s true form and what it can do.
Pretty sure wiping Jerry's mind was the nicest thing Rick did.
Whatever was in that scanner was so bad, it didn't just rattle Rick. It was so bad that Rick tried to protect Jerry (someone he actively, unapologetically hates) from seeing it.

Turns out that the cat is actually meant to represent the writers themselves, reminding themselves to keep things simple, not overthink it and just relax. It was also a bit of a gimmick based off of movies like Oliver and Company or Aristocats, where how the cats can talk is never explained, they’re just there to have fun.
The cat is a jab at people who make theories about everything, always needing answers. There is never going to be an answer to this cat and that's the point. The cat is literally telling the viewers to remember to just enjoy the show and not over think it. Not everything is suppose to be tied to something deeper. Some things are just suppose to be fun.
Perhaps the cat's memory scan revealed that it was just a writing gimmick and in doing so revealed that their entire lives are a work of fiction.
