Couldnt the other team ACCEPT or DECLINE the penalty...BY ACCEPTING IT, resetting the clock and getting the ball moved back 15yds? Play redo...

Worked with an old man who said his high school coach instructed his team for everyone on the line for the first play of the game to give an uppercut to the player across from them, (this was before facemasks). He said that even though everyone did it at once they would only get one penalty, and they had them intimidated for the rest of the game. So much for sportsmanship, when winning is everything.

This is why penalties should also be able to add time back onto the clock. 1 second per yard the penalty is at minimum.
