One thing I will refute with this "what if vanilla never ended" view, is that classic plus needs to focus on the leveling experience as much as end game content. That is why Turtle Wow was so well received, the journey was just as important as the destination. New dungeons, zones, quests, etc. not just for end game content, but for leveling. Otherwise, may as well just make every character level 60 because we have all leveled to 60 dozens of times by now. Turtle wow did this well.

The lead up to classic wow launch was some of the most hype i've ever been in gaming. Years of waiting to finally play the old game legitimately. History was made
The other important thing to note is that all of this doesn't have to be done before release. Turtle wow built and expanded these zones as they went which gave incentive to level new characters to experience the new content.

You could even make leveling 1-60 slower if you make a lot more important content in those mid to higher levels. A lot of these unused areas would be fantastic for that.

I think zones and lore are going to be fine, I think they started hitting their stride in SoD like the sleeping bag quest and the scarlet raid, and they’ve learned from their mistakes like incursion leveling and tedious rune acquisitions. I think they’ll probably get the encounter tuning right as I think they’ve learned the classic audience doesn’t want ultra-difficult content and want hardcore to be viable. Players can always artificially increase difficulty of content by taking less players than the max allowed (really common for Onyxia for example), maybe they could lean into that with vanity drops. The biggest challenge for them is planning out an “evergreen” content ecosystem years in advance - could start with simple ideas like taking tier 2 and distributing the pieces over 8 different raids, giving weapons unique effects that excel in different content, and giving more dungeons iconic drops like dark runes, righteous orbs and holy water. Another approach would be something like a leveling prestige system or long term account goals for leveling one of each class (like skill capes in OSRS).
I would also like to see some continuation of abandoned questlines. Like for Horde theres the whole business with the Burning Blade because after RFC it just stops. Could be awesome to kinda keep going undercover as a lieutenant, into Ashenvale, find out their rival faction is the cult in BFD so you go in there to take care of the competition, find out they are working with the corrupted furbolgs in Winterspring etc. They have traces of Pit Lord blood in the Firewater and theres a new bad guy boss they take orders from who worships the skeleton of Archimonde near the world tree in Hyjal so you have to stop him together with the Timbermaw Hold, so you need a couple raid members to be exalted or whatever.
They could easily put Northrend in Classic+ and redesign it for the Vanilla style of play. Northrend will always be my favourite area in all of WoW. The zones, the music, just beautiful.
Grim Batol could be added to Classic+. Not the Cata version. John Statt's book stated the original intended level range for Grim Batol was low-to-mid.
Did Esfand not play Warcraft 3 the frozen throne? I feel like you are missing some major Blood Elf/High Elf lore.
Ungoro could get another big as cave that goes down into some hibernating nerubians or something.
Classic + needs Paladin Police Force once more that's what we need.
