In March 1962, every member of the Joint Chiefs of Staff signed a document proposing to stage terrorist attacks on American citizens — fake hijackings, staged bombings in Miami, and sinking refugee boats — all to manufacture a reason to invade Cuba. President Kennedy rejected it. The plan stayed buried for 35 years.
