They arent certifying its safe, they are certifying the safety equipment needed to legally operate it on public roads are present.

That are actually supposed to check brake lights, yes they're a safety item, but they're also a requirement, he was incorrect. But lucky for you he was easy to get through. Also just because it's registered in NN doesn't mean you can just transfer to any state, California for instance is a nightmare to register a SPCNS (home built special construction) even if previously titled in another state.
Hold on, but if this guy dies, his family can sue not only the state of Minnesota, but that specific fucking guy especially, for certifying something that wasn’t certifiable
tbh as long as you in a monocoque with no cumplezone seatbelts are very relative at that point I would say a cage and your safety suit/helmet are most important at that point and they don't care about that anyway.
It’s not that they don’t care about your safety it’s that they don’t want to burden you with pointless bureaucracy because you’re an adult that can make your own decisions.
