When you say because people think they don't qualify there's a reason why people think that because even though you may say it's free when most people go check it out they got to pay a fee or they don't qualify so there is truth to what people say most people will not qualify

The Smithsonian Institution was funded by an Englishman when it was founded. It is not a US government organization, or at least it wasn't when I was a volunteer there (pre-1999).
