It wasn't controversial at all if you strip away emotion. Arm was across Raya's neck AND impeding his goalie's arm, AND Toledo's pulling his shirt. 100% foul. Any fan of any team, if that happened against your keeper, you'd never accept it. Finally, Arsenal have NEVER done that to an opposition keeper (holding down keeper arm) and got a goal.
