There's chocolate that come from cocoa added with sugar. And there's an extract of the chocolate taste, and get puts on everything

There is an entire industry of Food Science dedicated to that specifically! Smell and Flavor are just chemicals compounds. Any smell and flavor can be imitate chemically.

Chocolate syrup usually doesn't have actual chocolate in it. But chocolate milk is usually made with cocoa powder, which is technically chocolate without most of the cocoa butter.
