Not trying to sound mean. If you were to find housing for all these individuals, thousands more would just take their place on the streets. It would never end. I think it will take drastic measures like involuntary commitment for drug and mental issues with a serious emphasis on total recovery. Those who cannot be helped should remain cared for in safe institutions and off the streets for their own good and the good of society. Many of these people would have never got this deep into addiction if mandatory intervention was imposed early on. This is now a multi billion dollar business like cancer. The powers that be, do not want to cure it.

In Orlando, Florida, I got to know and became friends with several homeless like these people. The only thing positive I can say about this situation in Philadelphia, which does look like hell, is at least they are allowed to walk around and be free. They are people. Let's not forget that. Some leader needs to come up with some outside the box, big picture solution. The problem is, life is exceedingly hard for so many of us. To just "give" these people a place to live, etc., means that others' work and effort means 0.
