According to Law 41.7 of the MCC Laws of Cricket, any delivery that passes or would have passed above the waist height of a striker standing upright at the popping crease is considered "unfair" and must be called a No ball. Because a batsman cannot be dismissed "bowled" on a No ball, the fact that it hits the stumps is irrelevant to the dismissal.
