Well this is a misunderstanding of the value of products that you can get from oil. Actually the lightest oil (like the deposits that US has) are only good for gasoline. You can’t produce the medium to long chain products from it in relevant amounts (not even diesel). However the standard heavy oil is the most versatile and therefore most valuable for the entire range of industries. You can produce all petrochemicals from such like Ural or Middle Eastern oil deposits. The clue is that you need an adapted refinery for that. If you have it (and yes initially they have slightly more expensive set up costs), you will get tons of different products from it with very good efficiencies (light oil has only good efficiency for gasoline). Venezuela‘s oil needs indeed very specialized refineries. And yes it CAN produce nearly everything from it - but to produce too small chains needs too much cracking. This is why it is mostly used for road construction materials. In fact for refineries - the heavier and less sweet the oil - the more the spread when refining it = more revenue. This is also why 75% of refineries in USA are still made for heavy crude despite not having any domestic heavy crude.

Light sweet crude is good for gasoline, naphthalene ect. Heavy sour, is good for diesel fuel, engine oil, lubricants. Like lubricants for things like wind turbines you hippies seem to love, but have no idea that Petro chemicals are a necessity. What are they going to do which back to whale oil?

Basically think it as more like Coal than oil.
