When I studied in the U.S., a professor of international relations claimed in a class that the U.S. can reduce the Chinese civilization to atoms with nuclear weapons but chose not to, because the U.S. is a merciful country. I think any sensible country should be worried if another country thinks they are “being merciful” for not destroying you immediately.
