Only legal coloured lights you will see in europe are old french cars and some bikes, since it was mendatory till i think the early 90s then they Switched to white aswell. For tinted visors I Canons speek for germany: they are legal by day but illegal at night due to Lack of Vision (but most cops dont really care about your visor.) Also there are rules for the licenseplate: It has to be put on in a way it cant fall off and has to have an angle of -5% up to 30% relative to 90° vertikal line
