I work on a sea going towing vessel. When we paint we use a needle gun to remove the bulk rust then buff the area with a wire wheel, treat the area with OSPHO , apply dimetcote which is a 2 part epoxy zinc primer and then paint. That does a pretty damn good job especially considering that were constantly inundated with salt water. Id be willing to bet that if you use the same products and processes on a truck frame that it would work better than anything else.
Naval jelly did the same thing and was used on boats in the Navy to convert the rust back into a paintable surface.

POR 15 came out in 1978 I used the media blasts autobodies and frames this was the stuff I had the most trouble getting off customers would always argue with me and say it was rust.

It converts the rust to magnetite. My brother in law used to be part owner in a company that made this stuff. From what I understood, the compound somehow converted fe2o3 into fe3o4. Pretty cool.
Yea but you’re still suppose to knock the bubbles off to where all the rust is tightly on the surface of the piece and not bubbling/flaking anymore
