Pepe, There is no requirement in the Laws of the Game for the penalty taker to stand up, pause, or wait for the goalkeeper to show they are ready before kicking. Here is how the rules actually work under IFAB Law 14: Whistle = Signal to Kick: The referee only blows the whistle after verifying that the goalkeeper is correctly positioned on the goal line between the posts. Once the referee blows the whistle, the ball is live for the taker to hit immediately. No Waiting Required: The taker does not need to pause, look at the goalkeeper, or give any warning that they are about to strike. If the referee blows the whistle while the kicker is bending down to set the ball, the kicker can legally stand straight up and strike it without delay. Goalkeeper's Responsibility: It is up to the referee, not the penalty taker, to manage the goalkeeper's readiness. If the keeper is intentionally delaying or taking too long to get on their line, the referee will instruct them, but once the whistle sounds, the taker has complete authority to take the kick immediately.
