Update on this from Steam themselves: they had 1 million units. They sold 10 thousand to catch scalpers in the act. Any scalpers on ebay reselling them will be IP banned from buying any Steam hardware ever again, even if they use a VPN. They're tracking the scalpers IP addresses through ebay. They're going to do an update on how they're going to do controller sales in the near future.

I heard target and maybe Walmart has decks of Pokemon, magic the gathering and some other Trading cards behind the online counters and enforcing purchase limits on high demand items by 1-2 person.

What they need to do is they need to have a purchase limit that your account on Steam has to get to before you can buy a steam controller or a steam deck. So that somebody doesn’t just buy the cheapest game that they can find so they can scalp the controllers. They need to have that limitation and all the others you suggested.
