When debating about 2 different CPUs, I wouldn’t compare clock speeds. I would compare the performance that they output.

You'd only want to compare clock speeds WITHIN generations. Trying to compare between and against other generation CPUs is like comparing a mango to a tomato.

Remember when CPUs were a cartridge :3

Another important thing is CPU architecture, because newer architectures have higher IPC (instructions per clock) which also is very important for gaming performance

My old i5 8500 boosts to 4.1 GHz but its still a good processor given the age.

My current Build doesn't boosts to five gigahertz, but that's because I got the entire thing for like 90 bucks. Motherboards, CPU, extra SSD. And most games run perfectly fine. I just don't expect it to be able to do multiple things at a time.
