Both are wrong. She's crossing at a random spot and he's driving down the wrong side of the road. She's looking the other way because thats the only way cars in that lane should be coming. She already passed the car coming from that direction.

My guess is this is in the UK, or around Britain. Lane splitting/filtering is legal there. Its legal to split on both the right and left side of the lane. Since the bicyclist crossed on an unmarked area, technically the bicyclist is at fault and the motorcycle had every right to be mad.

As far as im aware you dont cut through like this, i learned that you have to push your bicycle across a road on a zebracrossing but i dont know if filltering is allowed where the biker lives other both are at fault but the cyclists acting like she ownes the road 😅
