The one with the arms is a Bullet Bill, the onw with a mouth is a Banzai Bill, and it's way larger! In Super Mario All Stars you can see the bullet bills moving their arms.

4:30 Honestly, ever since the first game, I took that as a cartoony "welp, here we go again!" kind of smile, the bottom six pixels being the smile, the rest the mustache. I never considered that the mouth was a separate piece. Now that I look, I guess the bottom two pixels are supposed to be his mouth in an "Oh no!" shape with the rest being the mustache. In fact, I took the hands in the air as a shrug rather than what I'm now seeing is probably them thrown up in surprise. Whatever. I'm leaving my childhood intact and deciding that Mario just takes losing well.
