Water works especially if it's distilled but you should be using coolant no matter your climate. It is designed to keep your cooling system (relatively) clean.

We had a customer that moved from texas, and apparently some of the body shops will use straight water. It's very odd seeing an engine overheat in -5 degree weather. Apparently ice can't move heat away fast enough.
